Līdz 2022. gada Saeimas vēlēšanas, paredzētas 1. oktobrī, tagad ir tikai divas dienas palikušas! Tiem no jums, kuri ir nolēmuši nebalsot pa pastu, vēlēšanu iecirkņi būs atvērti no pulksten 7:00 līdz 20:00 11 pilsētās visā ASV (noteikti paņemiet līdzi savu LV pasi). Daudziem vēlētājiem, īpaši tiem, kas balso pirmo reizi, process var šķist nedaudz mulsinošs. 

Kopumā 19 esošās partijas sacenšās par mandātiem 100 deputātu Saeimā, kuri ir sadalīti proporcionāli balsojumu rezultātā. Kandidāti tiek iebalsoti no 5 vēlēšanu apgabaliem: Rīgas, Vidzemes, Latgales, Kurzemes un Zemgales apgabaliem. Jebkurš konkrētas politiskās partijas kandidāts var kandidēt tikai vienā vēlēšanas apgabalā.

Ikviens ārvalstīs balsojošais latvietis nodod savu balsi Rīgas rajonā un tajā esošajos kandidātos. Latvijā tiek izmantota atklātā saraksta proporcionālā sistēma, kas nozīmē, ka jums kā vēlētājam ir papildu rīcības izvēle pār galīgo Saeimas sastāvu. Kad ierodaties balsot, vispirms atlasiet savas izvēlētās partijas vēlēšanu biļetenu. Iesniedzot, tas tiek uzskatīts par kopējo partijas balsojumu, kas tiek izmantots, lai noteiktu mandātu sadalījumu. Jūs tad balsojat arī par savas novadas individuālajiem kandidātiem partijas sarakstā! Partijas iesniedz kandidātu sarakstu tādā secībā, kādā tās vēlas iegūt deputātu mandātus. Jūs varat atstāt vārdu, ja nepazīstat to kandidātu. Lietojot plus zīmi blakus kandidāta vārdam, jūs atbalstāt atsevišķu kandidātu, savukārt viņa vārda izsvītrošana ir balsojums pret viņiem. Līdz ar to, iesniedzot biļetenu, jūs balsojat par savu izvēlēto partiju augstā līmenī un par katru atsevišķu kandidātu zemāk, koriģējot galīgo sarakstu, pamatojoties uz partijas vēlētāju kumulatīvo piekrišanu vai nicinājumu.

Pēc balsu nodošanas un saskaitīšanas vietas tiks sadalītas proporcionāli partijām, pamatojoties uz to balsu skaitu valstī, ja tās iegūst vismaz 5% balsu. Ir daudz dažādu partiju un kandidātu, no kuriem izvēlēties, ar dažādām politikas prioritātēm un nostādnēm. Pat tad, ja šķiet, ka kāda partija nevarēs sasniegt 5% atzīmi, tomēr var būt vērts par tām balsot. Lai ierobežotu nepieciešamību politisko kampaņu laikā vākt līdzekļus no īpašām interešu grupām, Latvija no valsts budžeta piešķir finansējumu politisko partiju darbības atbalstam – ja vien tās sasniegs vismaz 2% balsu! Tādējādi, lai gan jūsu iecienītākā partija, iespējams, šoreiz neienāks parlamentā, balsojums par labu tai joprojām var palīdzēt ilgtermiņā.

Lai gan ir daudz partiju un kandidātu, no kuriem izvēlēties, un daudzas detaļas, kas jāatceras, lūdzu, pārlūkojiet tālāk norādītos avotus, lai iegūtu plašāku informāciju!

The 2022 Saeima elections are now two days away, scheduled to take place on October 1st! For those of you who’ve decided not to vote by mail, the polls will be open from 7:00-20:00 in 11 cities across the United States (make sure to bring your passport). For many voters, particularly first-time voters, the process may seem a bit confusing. 

Overall, the 19 parties in contention are competing for mandates in the 100-seat Parliament, the Saeima, allocated proportionally based upon the vote. Candidates are voted in from 5 constituencies: Rīga, Vidzeme, Latgale, Kurzeme, and Zemgale. Any given candidate within a political party may only stand for election in one constituency. 

Any Latvian voting abroad casts their ballot in the Rīga region and the candidates therein. Latvia uses an open list proportional system, meaning you as the voter have additional agency over the final composition of the Saeima. When you show up to vote, first select the ballot slip for the party of your choice. When submitted, this counts as an overall vote for the party, which goes towards determining the mandate allocation. However, in addition to the party, you also vote for the individual candidates in your region! The party presents the list of candidates in the order they wish them to obtain seats. You may choose to leave their name alone if you’re unfamiliar with the candidate. Applying a plus sign next to their name indicates your endorsement for the individual candidate, while crossing out their name is a vote against them. Therefore, when you submit your ballot, you’re voting for the party of your choice on a high level, and each individual candidate below, adjusting the final list based upon the party voters’ cumulative approval or disdain. 

After the votes are cast and counted, seats will be allocated proportionally to parties based upon their national tally, so long as they obtain at least 5% of the vote. There are a wide variety of parties and candidates to choose from, with various policy priorities and stances. Even if a party doesn’t quite seem to be polling to reach the 5% mark, it may still be worth voting for them. In order to limit the necessity for fundraising from special interest groups during political campaigns, Latvia allocates funding from the state budget to support the operation of political parties – so long as they reach at least 2% of the vote! As such, though your favorite party may not be projected to enter parliament this time around, a vote in their favor can still help them in the long run.
